关于优化疫情防控措施加快复工达产的通告（第13号）
Notice on Optimized Measures for Epidemic Prevention and Control to Speed up Resumption of Work and Production (No. 13)
为深入贯彻习近平总书记重要讲话指示精神，全面落实一手抓防控、一手抓发展部署要求，经市委、市政府同意，现就进一步优化疫情防控措施、加快复工达产有关事项通告如下：
Following through the important instructions of General Secretary Xi Jinping on winning the battle against the Novel Coronavirus Pneumonia (NCP) and implementing the requirements for epidemic prevention and control as well as the development, the CPC Nanjing Municipal Committee and Nanjing Municipal People’s Government issue the Notice on Optimized Measures for Epidemic Prevention and Control to Speed up Resumption of Work and Production.
一、实行分区防控。保持“一级响应”总体不变，实行分区分级精准防控。对人员密集、流动性大的玄武、秦淮、建邺、鼓楼等主城区，坚持疫情防控优先，安全有序积极推进复工达产；栖霞、雨花台、江宁、浦口、六合、溧水、高淳以及江北新区等城乡融合板块，在安全可控前提下，全力推进复工达产和面上工作。
1.Implement regional prevention and control. The first-level response will remain unchanged, and precise prevention and control will be implemented in different districts at different levels. For Xuanwu, Qinhuai, Jianye, Gulou and other major urban areas with dense population and high mobility, priority should be given to epidemic prevention and control, and the resumption of production should be promoted in a safe and orderly manner. For urban-rural integration areas like Qixia, Yuhuatai, Jiangning, Pukou, Luhe, Lishui, Gaochun and Jiangbei New Area, the resumption of production and work should be promoted under the premise of safety.
二、调整道口管控。除省际、市际交通卡口及高速出口继续实行管控外，取消市域范围内所有交通检查卡点，疫情防控和生活生产物资运输车辆依规定保障通行。
2. Adjust the control of crossing. Except for continued control over interprovincial and intercity transportation gateways and high-way exits, all traffic check points within the city area should be canceled. Vehicles for use of epidemic prevention and control as well as carrying goods for living and production should been allowed to pass in accordance with regulations.
三、完善小区管理。改进封闭式管理方式，不得限制有租房手续的人员进出小区，有物业管理小区取消疫情防控出入证，各村组要允许人员和车辆有序进出。加强环境卫生和消毒等工作，落实生活服务和人文关怀措施。
3. Improve gated-community management. Closed-off gated-community management should be further improved. Residents with house leasing contract must not be restricted from entering or leaving the community. Communities with property management should cancel epidemic control and prevention permits. Villages should allow people and vehicles to enter and exit in an orderly manner. Environmental sanitation and disinfection should be strengthened and living services and humanistic care should be provided.
四、优化健康管理。充分运用“宁归来”等平台，用好“红、橙、绿”三色健康码，对不同风险等级地区的返宁来宁人员进行差异化管理服务。依规定实行异地隔离期互认、避免重复隔离。
4. Optimize health management. We should make good use of platforms such as “ningguilai” and “red, orange, and green” three-color health codes to provide differentiated management services for people returning to Nanjing from places of different risk levels. We should avoid repeated quarantine by cross-checking quarantine periods with other cities in accordance with regulations.
五、加快复工达产。达到防护标准、符合防控要求的企业和经营户，实行备案制复工复产，网上提出申请视同备案完成，即可复工。属地政府应主动帮助企业解决用工短缺、原材料供应、物流配送、防疫物资筹备等实际问题。影剧院、棋牌室、游艺厅、线下培训机构、网吧、舞厅、酒吧、KTV、公共浴室、足浴店、美容院、室内健身等空间相对密闭、人员相对集聚的经营性企业（场所）暂不复工复业，餐饮行业不得聚集用餐。
5. Speed up work resumption. Enterprises and self-employed businesses that meet the requirements of epidemic prevention and control can immediately resume work after finishing applications online. The applications shall be kept as a record. The district governments should take the initiative to help companies solve practical problems concerning labor shortage, raw material supply, logistics distribution, and epidemic control and prevention supplies. Confined places where people can easily get together, such as theaters, chess and card rooms, game rooms, offline training institutions, Internet cafes, dance halls, bars, KTVs, public baths, foot bath shops, beauty salons, indoor gyms, are not allowed to resume work for the time being. Restaurants should avoid customers getting together to have meals.
六、推动项目开工。以落实项目单位防控责任为前提，省市重点工程、重大项目全面开工，其他工程建设项目有序复工，施工现场和生活区域实行封闭式管理。
6. Facilitate project kickoffs. On the premise of the project enforcer fulfilling the epidemic prevention and control responsibility, provincial and municipal key and major projects are to be kicked off, and other construction projects should be resumed in an orderly manner. Construction sites and living zones should be under sealed management.
七、扩大公共服务。逐步恢复跨省、跨市道路客运，加大市内公共交通运力。有序恢复楼盘销售、房产中介服务和不动产登记。游园绿地、公园广场、室外文化体育设施等公共空间恢复开放，室外旅游景点在控制人流密度的基础上逐步开放。
7. Expand public service. Inter-provincial and inter-city passenger transport is to be restored step by step and capacity of local public transport shall be increased. Sales, intermediary services, and registration of real estate will be resumed in an organized manner. Public spaces including parks, green areas, plazas, outdoor cultural and sports facilities will be reopened to the public. Outdoor tourist sites will gradually open to the public on the basis of effective control of human flow density.
八、保障医疗供给。除口腔科、眼科、耳鼻喉科、美容科类门诊部、诊所继续停诊外，其他类门诊部、诊所恢复诊疗；同上科目专科医院与综合医院内上述专科的择期诊疗项目继续暂停，只保留必要的急症诊疗；继续提供诊疗服务的医疗机构暂停支气管镜、胃镜择期检查以及需要支气管插管的非急需的手术，其他诊疗项目有序开放。
8. Ensure sufficient supply of medical services. Outpatient departments and clinics will resume work, except those related to stomatology, ophthalmology, otolaryngology and plastic surgery. Specialized hospitals or departments in comprehensive hospitals associated to stomatology, ophthalmology, otolaryngology and plastic surgery will only maintain necessary emergency diagnostic and treatment services, whereas elective treatments will continue be suspended. Medical institutions which continue to provide diagnostic and treatment services will suspend bronchoscopy, gastroscopy and non-emergent surgeries involving bronchial cannula, and other diagnostic and treatment services shall be resumed in an orderly manner.
九、做好出行防护。继续实施公共场所佩戴口罩、体温检测等措施，广大市民要注重自我防护，自觉保持与他人距离，避免参加聚集活动。
9. Enhance the management of travel protection. We will continue to implement measures such as wearing masks and taking temperature in public places. The general public should raise the awareness of self-protection, consciously keep away from others, and avoid participating in gathering activities.
十、强化监督管理。各级各单位要实事求是做好防控工作，不得层层加码、搞一刀切，不得擅自升级管控措施。应加大对复工复产企业的事前告知、事中事后监管力度，突出企业主体责任，强化园区和楼宇物业管理，督促做好日常防控工作。
10. Strengthen supervision and management. Various units at all government levels shall be well involved in prevention and control of COVID-19 in a practical and realistic way, and shall not add codes at every level, make a one-size-fits-all approach, or upgrade control measures without authorization. It is necessary to strengthen early notification, in-process and post-supervision of enterprises returning to work, highlight the main responsibility of enterprises, strengthen property management of parks and buildings, as well as supervise and urge the daily prevention and control work.
本通告自发布之日起执行，此前相关规定如有不一致的以本通告为准。
This Notice shall be implemented as of the date of promulgation. In case of any inconsistency between it and the previous relevant provisions, this Notice shall prevail.
